Overall authority for disaster response. Declares State of Calamity, activates LDRRMC, and coordinates with PDRRMC and RDRRMC.
Leads all field operations including search and rescue (SAR), evacuation, medical response, and fire suppression.
Collects and analyzes situation data, prepares incident action plans, tracks resources, and manages documentation.
Manages evacuation centers, food/relief distribution, supplies, transportation, and communication equipment.
Handles cost tracking, procurement, claims, volunteer registration, and damage assessment documentation.
First responders at the barangay level. Activate community-based DRRM, conduct early warning, and coordinate local evacuation.
Barangay Captain activates the BDRRMC. Community volunteers conduct early warning, door-to-door notification, and assist with immediate evacuations to the nearest evacuation center.
MDRRMO Head activates the 24/7 Operations Center. Situational monitoring begins using PAGASA, PHIVOLCS, and USGS feeds. Alert level is assessed and communicated to all 27 barangays.
The Mayor convenes the Local DRRM Council. The Incident Command System is activated with assigned section chiefs for Operations, Planning, Logistics, and Finance/Admin.

Damage Assessment and Needs Analysis (DANA) is conducted. Situation reports (SitReps) are submitted to PDRRMC and NDRRMC. Rehabilitation and recovery operations begin. Financial claims are processed.
The MDRRMO of Lala coordinates and implements disaster risk reduction and management programs across all 27 barangays under RA 10121. Key functions include disaster preparedness, prevention & mitigation, response operations, rehabilitation & recovery, and community-based DRRM (CBDRRM) at the barangay level.
The MDRRMO maintains a round-the-clock operations center for monitoring weather conditions, hazard alerts, flood levels, and emergency situations. The center uses real-time data from PAGASA, PHIVOLCS, USGS, and local flood sensors to provide early warnings across Lala.
